It was definitely meters. I watched the race. It was in the finals session, after all the individual races.

Even MICHALE PHELPS AIN"T ONnNA GO 46.03 leading off a 400 meter FREESTYLE RELAY! Cielo split 22.17 on his world-record 100 lastyear and here a 16-year-old kid splits 22.25 on a 46 ? Of thaty on the third leg the guy splits 46.99?
C'mon, GET REL!!! It is NOT meters.
It's YARDS....NO 400 METER freestyle relay team has EVEr gone 3:07 ...again that time is WAY FSASTER than the world-record!!!

This is pretty simple, even if it is a bit confusing due to how the results have been reported.
Any relays that were swum during prelims were done in SCY because the pool was setup that way at the time. Even the time you quote has a Y at the end stating that it was in SCY.
Any relays that were swum at night were done in LCM because the pool was setup that way at the time.
Unfortunately, some of the relay results are reported differently. Some were reported as LCM overall, but the yards times were listed as Y. Other results did not specifically list yard times with a Y, but listed the meter times with an L for long course.
Long story short, Grevers swam in long course meters...Anderson swam in short course yards.
